Noob Runeword Question

This is my first experience with D2X and was wondering...

Since the ladder reset a few days ago, are all ladder runewords from the previous season available in non-ladder?

For example... If i wanted to make an edge bow (Tir + Tal + Amn)

would I be able to?

I was reading something earlier that hinted at possibility, but it was pretty confusing.
